The Council of Heritage Western Cape is appointed by the Minister of Cultural Affairs and Sport in the Western Cape in accordance with the framework outlined in Provincial Gazette Notice 336 of 2002, following a public call for nominations.
This inclusive approach to council appointments reflects a commitment to ensuring that heritage management decisions are informed by a wide range of perspectives and skills, fostering a balance between professional expertise and community representation. Overall, the role of the Council is as the Accounting Authority of the entity and has a governance and oversight role, which is taken into consideration when it comes to the qualifications, skills and competencies of members appointed to the Council of HWC.
The council plays a crucial role in:
- Governance and oversight: Ensuring the entity’s strategic and financial planning, implementation and reporting is aligned to relevant policy and legislative frameworks.
- Policy and Decision-Making: Ensuring heritage conservation aligns with the NHRA while adapting to provincial needs and imperatives.
- Marketing and Communication: Promoting significant heritage resources in the province in line with its strategic plan and service delivery improvement plan and elevating the brand of HWC as a lever for opportunities within various spaces, be it economic development, social discourse, community engagemnt, advocacy, etc_CS inputs

The Council of Heritage Western Cape is the Accounting Authority in terms of Section 49(2)(a) of the Public Finance Management Act.
The Council is HWC’s decision making body and presently consists of the following members:

The Council is appointed for a three year term of office with the current term expiring on 31 October 2025.
The Council meets at least four times a year. In accordance with the ‘Rules of Order and Conduct of Meetings of the Council of Heritage Western Cape and its Committees’ meetings are open to members of the public who may wish to attend the items sessions not in camera_CS inputs
