The Built Environment & Landscape Committee, established under the National Heritage Resources Act and Heritage Western Cape guidelines, is an independent body tasked with reviewing alterations, demolitions, or developments impacting heritage resources such as buildings, structures, or sites of historical or cultural significance. The committee ensures these actions comply with heritage conservation principles and the National Heritage Resources Act. This role supports the preservation and management of culturally significant environments while balancing development needs.

Who Makes Up the Committee?

Appointed by the HWC Council for a three-year term, the BELCom consists of a multidisciplinary team of professionals with expertise in:

Architecture

Urban planning

Archaeology

Heritage management

Social-Historians

This multidisciplinary approach ensures that decisions are well-informed and consider all aspects of heritage conservation, urban development, and community impact.

The BELCom appointed for a three year term ending 31 October 2025, presently consists of the following members:

  • Mr Graham Jacobs
  • Mr Siphiwo Mavumengwana
  • Mr Shawn Johnston

The BELCom convenes monthly, contingent upon the receipt of applications referred by the HOMs, and operates in accordance with the Rules of Order and Conduct of Meetings of the Council of Heritage Western Cape and its Committees. These meetings are open to the public, allowing interested individuals to attend.
